就像目前已经基本上写成的PE系列小说中的两大主体，银河帝国与PE王国，他们的意识形态是完全不一样的，银河帝国中的勾心斗角，在PE王国中几乎是不存在的。pe王国治国宗旨是，对人民负责，对自己负责，他的政治中心就是法律，依法治国，法律相对健全，对每个人有约束，对每一个人有保护。银河帝国主要是靠人情，在一些篇章中也能看到，法治与人情之间的冲突。精神推动思想品德的发展，思想品德的发展又写成了历史。
